The Roadmap for Change: Culture & Creative Industries in Cornwall sets out a shared plan for the next phase of growth in one of the county’s most important sectors. Shaped by the Creative Industries Sector Body and the Cornwall and Isles of Scilly Economic Forum, it draws on national and local data, Cornwall Council’s Creative Census and conversations with artists, businesses and cultural organisations across creative disciplines.
From film and performance to design, games and immersive technology, the roadmap maps a creative economy that already employs 13,400 people, including around 6,000 freelancers, across 1,560 businesses generating £368M in GVA. It identifies the barriers holding the sector back, from peripherality and housing to a freelancer-led economy that policy often overlooks. It then sets out the targeted support, investment and collaboration needed to turn ambition into coordinated action.
